Public administration is a necessary tool for state administration. State administrative tools originally relied on neutrality, scientific management, and control of the line of command in the pyramid system. This approach does not respond to new forms of political demands to keep pace with advancements in public administration, a result of getting accustomed to only consider legitimacy and a network of static policies. However, the state administration, amid the advancement of the post-progressive government administration, has turned towards the needs of societal demand. This applies to a policy network full of conflict processes. Its value is clearly transferred and strategies for implementing policies among government networks have become more complex and dynamic.
